Buck first became involved in motorcyclists' rights advocacy as a life member of the American Motorcyclist Association (AMA). In 1985, he became heavily involved with ABATE of Wisconsin, serving as its Executive Director from 1994 to 2000. His work in Washington, D.C., beginning in 1991, earned him widespread respect for his lobbying efforts on behalf of motorcyclists' rights and safety.

In 1995, Buck joined the Board of Directors of the Motorcycle Riders Foundation (MRF) as a Supporting State Motorcyclists' Rights Organization (SSMRO) Board Member. He later served two years as MRF Vice President before being elected MRF President at the Meeting of the Minds conference in Lansing, Michigan.
