Dave Dwyer has been a steadfast and influential advocate for motorcyclists’ rights for more than three decades, earning national respect for his leadership, dedication, and tireless commitment to the riding community. He served as Legislative Chairman for ABATE of Wisconsin from 1991 to 2015, shaping the organization’s legislative strategy and voice for nearly a quarter century. His continued service included time on the ABATE of Wisconsin Board of Directors from 2018 through 2024. On the national stage, Dave represented Wisconsin as the Motorcycle Riders Foundation (MRF) State Representative for 20 years and served multiple terms on the MRF Board of Directors as Representative to State Motorcyclists’ Rights Organizations.

Throughout his career, Dave led ABATE of Wisconsin’s legislative team to become one of the most effective and respected motorcyclists’ rights organizations in the country, both at the state level and in Washington, D.C. Under his leadership, Wisconsin hosted the largest helmet protest rally in U.S. history, consistently achieved record-breaking attendance at lobby days, and regularly led the nation in congressional support for federal motorcycle legislation. Dave organized and led dozens of state and federal lobbying efforts and played a key role in a historic national initiative that successfully visited all 535 congressional offices in a single day—an effort that remains active today.

Nationally recognized for his expertise, Dave is also known for delivering influential workshops at motorcyclists’ rights conferences across the country, particularly on building strong legislative teams and working effectively with the Motorcycle Riders Foundation at the federal level. His lifelong dedication to advocacy has been honored with numerous awards, including the Founder’s Award and Award of Excellence from ABATE of Wisconsin, the Patriot of the Year Award, and the Lifetime Achievement Award from the MRF Political Action Committee.
